Given the Coast Guard’s evolving mission and rapidly escalating technology required to achieve its mission, the demands placed on the men and women of the Coast Guard were changing rapidly. The Joint Rating Review [JRR] Implementation Team was charged with developing the strategies and plans required to provide the Coast Guard with a full complement of qualified, high performing people within these ratings to support its mission in an effective and efficient manner.
The results of the Implementation Team will impact the Coast Guard significantly for the next several decades. It was essential that the team have access to the best models and methods available in order to produce the desired results cost-effectively. Part of this effort was to obtain on-going consulting and coaching support to the IPT team to accelerate its effort and to provide ‘lessons learned’ from the commercial sector.
Business Request
The primary thrust of Paul Elliott’s involvement [President of Exemplary Performance, LLC] was to help the Implementation Team achieve its mission cost-effectively while transferring the requisite tools and models to the team [and other Coast Guard entities, as appropriate] so that the effort can be sustained with internal resources in the future.
His effort supported the following Implementation Team goals:
- Plan for the implementation of the Information Technologist Rating
- Plan for the implementation of the Operational Specialist Rating
- Plan for the Boatswains Mate and Quartermaster ratings merger
- Plan for the Fire Control Technician and Electronics Technician ratings merger
Project Response
Dr. Elliott served as the lead thought leader and project strategist for this initiative. He worked with the entire team to enhance and validate their approach, attended key meetings during the planning of the project, and actively participated in each of the structured data collection events held in Elizabeth City, NC.
Following the data collection, Dr. Elliott continued to support the project team as they implemented these significant, Coast Guard-wide changes.
Interviews
Data was collected from multiple star performers from each of the impacted ratings. This was done during a series of four structured events [one for each project goal] lasting a week or less.
Deliverables
There were four prime deliverables with multiple supporting documents:
- Plan for the implementation of the Information Systems Technician Rating
- Plan for the implementation of the Operational Specialist Rating
- Plan for the Boatswains Mate and Quartermaster ratings merger
- Plan for the Fire Control Technician and Electronics Technician ratings merger
Direct results:
- The Boatswains Mate and Quartermaster ratings were merged and their supporting schools were integrated into a combined curriculum.
- The Fire Control Technician and Electronics Technician ratings were merged and their supporting schools were integrated into a combined curriculum.
